implemented qse_fio_chmod() for win32 and unix
...
- on win32, it is a best effort implemention.
- it gets the volume name from a handle and use SetFileAttributes().
fixed the problem of wrongly detecting objdump.
- place AC_PROG_LIBTOOL after any AC_CHECK_TOOL.
- otherwise, AC_PROG_LIBTOOL overrides the value of tools checked.

- #define ASE_XXX_COPIER_INLINE ase_xxx_copyinline
after changes.
- #define ASE_XXX_COPIER_SIMPLE ((ase_xxx_copier_t)1)
- #define ASE_XXX_COPIER_INLINE ((ase_xxx_copier_t)2)
when compiled for win32 dll, the reference by the original
definition resulted in different address values in difference modules.

Fixed the printing issue of a long double value in MINGW32.
...
- The long double type in MINGW32 is 12 bytes while the double type is 8 bytes.
- The compiled binary is linked against the Microsoft library.
- In that library, both the long double and the double type are 8 bytes.
- The code has been changed to use the double type if __MINGW32__ is defined.
