changed STIX_SMOOI_MIN to -STIX_SMOOI_MAX instead of (-STIX_SMOOI_MAX - 1)

fixed tally range check bugs in dic.c/sym.c/gc.c
simplificed some code resulting from STIX_SMOOI_MIN change.
